Houston

The City of Houston has implemented SolarAPP+ to streamline rooftop solar permitting. Licensed contractors can use this online tool for quick plan reviews and permits, avoiding traditional lengthy reviews. Homeowners benefit from faster permit approvals for eligible residential solar installations under Houston’s updated process.

Houston’s electric utility (CenterPoint) guides customers through the interconnection process and even offers a Residential Solar Incentive to offset upfront costs. CenterPoint provides $135 per kW (DC) for new home solar systems (up to 15 kW) as a credit via participating installers. While CenterPoint will handle meter programming and grant Permission to Operate, note that CenterPoint does not offer net metering – any excess power is recorded and sent to your Retail Electric Provider for potential bill credits. This resource helps residents understand how to connect their solar panels to the grid and take advantage of local incentives.

Dallas

The City of Dallas treats solar panel installations like other building improvements – a building permit and an electrical permit are required for any flush-mounted or roof‐tilt PV system. Homeowners must use a state-licensed electrical contractor registered with Dallas to pull the permits. Plans typically need structural details (to ensure the roof can support the panels) and electrical schematics. Securing these permits ensures your solar installation meets Dallas building code and safety standards before switching on.

Dallas-area customers are served by Oncor, which manages the grid connection for solar systems. Oncor requires an interconnection agreement and inspection for any new solar array. They outline a clear step-by-step interconnection process: your installer submits an application, Oncor reviews and approves the design, and after city inspection, Oncor grants Permission To Operate and reprograms your meter for two-way measurement. It’s important to know that Oncor does not offer net metering credits directly, since the region is deregulated – however, many Retail Electric Providers offer buy-back plans for surplus solar energy. Oncor does administer a Solar Incentive Program (part of Texas’s energy efficiency programs) that helps offset upfront costs for installations. This utility resource helps Dallas residents navigate connecting their solar panels to Oncor’s grid safely and taking advantage of any available incentives.

Austin

In Austin, the first step for going solar is obtaining an electrical permit from the City’s Development Services Department. Austin has a streamlined process (and is recognized as a solar-friendly city), but you or your installer must submit plans for review. Once the permit is issued, and after installation, the city will perform inspections (often coordinated with Austin Energy) to ensure the system meets building and electrical codes. Austin was an early adopter of solar permitting best practices, making the process relatively straightforward for residents.

Austin Energy, the city-owned utility, offers one of the most progressive solar programs in Texas. Residential customers can receive a $2,500 rebate for installing a home solar PV system. Furthermore, Austin Energy uses a Value of Solar billing method: instead of traditional net metering, you earn a credit of about 9.9¢ per kWh for all solar energy your panels produce. This credit applies to your bill each month, effectively paying you for excess power generation. Austin Energy’s Solar Solutions program also provides guidance on selecting a contractor and understanding your solar production. The combination of upfront rebates and ongoing bill credits makes solar especially attractive for Austin homeowners, with full support and documentation provided on the Austin Energy website.
